While the district does not actively build, maintain or patrol trail facilities or open space parks, the district works collaboratively with other agencies to increase public access to creekside trails through developing joint use agreements, capital projects, grants, and partnership funds, in support of healthy communities and quality of life in Santa Clara County. During 2001 to 2013, Clean, Safe Creeks and Natural Flood Protection Program carried out 5 grant cycles and created public access to over 70 miles of trails throughout the Santa Clara County.
Since 2014, Safe, Clean Water Program Priority D3 provides funds for community partnerships to expand trail and open space access through the grant and partnership programs.
