Beau Goldie, Chief Executive Officer
Beau Goldie is CEO of the Santa Clara Valley Water District. Since beginning his career at the water district in 1984, Mr. Goldie has led projects in all areas of the organization: water supply, flood protection and environmental stewardship. In the groundwater protection division he helped oversee toxic cleanups. As a manager, he helped reduce mercury pollution into the San Francisco Bay, while overseeing major construction projects and expanding public trails along waterways. Prior to Beau’s appointment to the CEO position, he was chief operating officer (COO) for capital services.
Mr. Goldie serves on numerous regional and statewide water committees, including the California Urban Water Agencies, the San Francisquito Creek Joint Powers Authority management team and State and Federal Contractors Water Agency.
He also serves on the boards of a number of local and regional organizations with missions aligned with the priorities of the water district, including the Santa Clara County City Managers Association, Destination Home, the San Jose Silicon Valley Chamber of Commerce and the Bay Area Council.
He holds a Bachelor of Science degree in Environmental Resources Engineering, a Master’s Degree in Civil Engineering and is a licensed professional civil engineer. He is a member of American Leadership Forum Class XXV.

Stan Yamamoto, District Counsel
Stan Yamamoto began his service as District Counsel on February 1, 2010. Mr. Yamamoto is a graduate of San Jose State University and earned his law degree at the University of Santa Clara School of Law. His experience in the public sector encompasses more than 29 years including having served as the City Attorney for the cities of Redwood City, Riverside, and Modesto, California.
He was a recipient of a National Urban Fellowship and received recognition as Management Leader of the Year (Public Sector) by the A. Gary Anderson Graduate School of Management, University of California, Riverside.

Michele L. King, CMC, Clerk of the Board
Michele King was appointed Clerk of the Board on Jan. 12, 2010. As a Board Appointed Officer, she answers directly to the Board of Directors and supervises a staff of 10. Ms. King has been with the district since 2004 and has had over 12 years experience in providing support to elected officials of special districts. As a Certified Municipal Clerk and a member of the Northern California Clerks Association and the International Institute of Municipal Clerks, she brings years of experience and training to her job of assisting Board members and the public.
As Clerk, her priorities are ensuring that the public has access to the board’s information and records as well as supporting board members so they can do the jobs they were elected to do. Ms. King is an expert in state regulatory requirements, such as the Ralph M. Brown Act, which ensures through posting and archiving of records that the public has equal access to the information of the district’s elected officials. While overseeing her staff, she also makes sure the district complies with regulations and deadlines for board and committee meetings, agenda publications, frequent Groundwater Production Charge Protests, directors’ schedules and travel plans, Lobbyist Ordinance compliance, public record requests, directors’ expenses, and the Board of Directors, Board Advisory and Ad Hoc Committee, and Clerk of the Board annual budgets.

Jim Fiedler, Chief Operating Officer: Water Utility Enterprise
Jim Fiedler is the Chief Operating Officer for the Santa Clara Valley Water District’s Water Utility Enterprise. He is responsible for leading Santa Clara’s water policy development and program implementation of its water importation, surface reservoir operations, groundwater management, raw and treated water delivery, wholesale treated water, water recycling and water conservation programs.
A member of the water district staff since 1982 he has over 30 years of leadership and engineering experience in the area of water supply, flood control and watershed stewardship. His management and technical experience includes regional water resources, flood and environmental planning, design, construction, operations and maintenance of water supply and flood protection infrastructure.
In addition, Jim serves as the Chair of the San Francisco Estuary Institute (SFEI) Board of Directors; Past President of National Association of Flood and Storm Management Agencies (NAFSMA) and Past President of the San Francisco Bay Planning Coalition.
Jim is a registered civil engineer in California. He is a graduate of Loyola Marymount University in Los Angeles with a Bachelor of Science degree in Civil Engineering, and graduate of Stanford University with a Master's degree in Civil Engineering.

Norma Camacho, Chief Operating Officer: Watersheds
Norma J. Camacho is the Chief Operating Officer for the district's Watersheds Operations. She joined the district in March 2012. Ms. Camacho has more than 25 years of long-range planning, program development, finance, and capital projects experience. Most recently she was the director of the Ventura County Watershed Protection District, directing day-to-day operations of a 142-person organization with a budget of $59 million. Prior to that position she served in the Ventura County Executive Office as deputy executive director of finance and budgets.
Ms. Camacho holds a bachelor’s degree in civil engineering (structural) from Stanford University. She is a member of the American Society of Civil Engineers and the American Public Works Association, and currently serves as vice-chair of the County Engineers Association of California Flood Control Committee.
Jesús Nava, Chief Administrative Officer
Jesús Nava joined the water district in October 2012. As the chief administrative officer, Mr. Nava is responsible for the planning, management, performance and improvement of the district’s major administrative divisions and functions. The CAO directs four divisions: Financial and Management Services, Information Management Services, Procurement and Operational Services, and Human Resources. Mr. Nava oversees a budget of $82 million and a staff of approximately 170.
Mr. Nava has 29 years of fiscal, administrative and policy experience. Most recently, he served for more than nine years as the finance director and treasurer of the city of Burlingame, California, where he was responsible for all aspects of financial services as well as directing information technology services.

LeeAnn Pelham, Director of Ethics and Corporate Governance
As the Director of Ethics and Corporate Governance, LeeAnn Pelham provides active leadership and management for the areas of Ethics, Equal Opportunity, Diversity and Inclusion, Office of CEO Support, District Communications Unit and Government Relations.
LeeAnn has more than 20 years of practical experience working to help strengthen transparency and accountability in local government. For 10 years, she served as Executive Director of the Los Angeles City Ethics Commission, where she led the delivery of innovative political reform that garnered national recognition from the American Society for Public Administration for “outstanding contributions to responsible conduct in public service.” Following her service at the Commission, she developed a consulting practice to advise organizations on ethics, leadership and performance.
LeeAnn has held leadership positions nationally with the Council on Governmental Ethics Laws (COGEL) and also conducted performance audits for the California Legislature’s non-partisan auditing arm to improve the effectiveness of state programs and operations. A native of the East Bay, LeeAnn earned a Bachelor of Arts from Georgetown University and a Master of Public Policy from the University of Michigan
